Because it is much more efficient to have the user management in one single place instead of managing users for each component individually (especially if you have multiple IS etc.).

Because via MWS you can easily hook to a central registry (like AD) via LDAP and use the group definitions already present. This also makes new users automatically autorised if they are added to the central repository and the correct groups.
