how to setup the ACL’s for the specific queues based in Relam Enterprise Manager.

If you go to the ACL tabs for a queue, you can control which users are able to publish/subscribe to the queue.
Users are specified as user@host, where the user is the OS user that the client application is running under.
If you have configured UM for basic authenticaion then the user is the username the client provides when it connects to UM.
You can use wildcards in ACLs, e.g. Administrator@*, or *@10.1.2.3
