can't access tamino

i have 2 installations of tamino. 4.2 and 4.4. now when i am trying to access http://localhost/tamino/dbname i am getting error with ino:code inoxhe8201 error description : can’t connect to server on host localhost at port 3201 tcp error code 10061 when i am trying to access tamino manager i am getting page can not be displayed error
