Are you doing this with a ‘normal’ user or one created with SAG cloud?
I don’t know the difference.
I believe it is the latter, because I “Login with
Software AG Cloud” into my free trial account.
If I’m supposed to do differently, it is not obvious.

I just tried again, and was able to delete the rules.
I can now go further.
