I have mistakenly deleted a package from integration server.
It was automatically placed in replicate/salvage folder, but When I zip and import this folder as package,
everything seems fine, it says package is installed but I can not see any element from the package like flow services or web services(anything)(Package is completely empty)
Any help would be appreciated.

From salvage folder you can recover it from IS.
Go to IS package management and do recover package and it will install the package which were deleted safely. If the package was deleted without safe delete it cannot be recovered.
Also I am little doubtful the way you are creating the zip file for the package. Please send me a screen shot once you unzip your file I can suggest you what went wrong.
