I wanted to confirm that when installing a new package, that all users should be logged out to avoid any conflicts with open records or other things end users could be doing while the package is being installed.

If you are referring in Integration Server, then it’s not required to logged out.

@Krishna: AgileApps application packages have nothing to do with IntegrationServer currently. But, thanks for your participation on the AgileApps community. Feel free to check out the product on a cloud tenant and develop some apps quickly that you can demonstrate to your customers.
@Howard: There is no such hard requirement for users to be logged out while performing an application upgrade. However as an operational best practice, application upgrades are performed during an application maintenance window which needs to be communicated to all end users such that their changes are not lost.
