I do not think that this is possible as SYSEXT is on the FNAT.
However, even if you could link it, NEE uses source code and the subprograms used from SYSEXT do not have source code - so it would not help you.
There is an option in the Extract Selection Criteria to define valid missing objects. If you added USR* as a valid missing object, then when the extract detects that the USR* subprograms are missing (no source code) - it will not report this during the extract phase of NEE.
