Reset Dev Portal Administrator Password

Detailed explanation of the problem:

The “Administrator” account cannot be logged in on the API Portal because the password has expired and SMTP has not been set.

Is there any other way to change the “Administrator” password or turn off password expiration or account email verification so I can complete the password change?
