Move IS, TN, WMS to new server

What is the best way to move webMethods components to a new server while keeping all of the same configuration?

I know I’ll need to do a fresh install on the new server, but can I point everything to the old DBs and then copy over the directory structure?

Or do I need to create new DBs and then import the data from the old DBs to the new one and then copy of the directory structure?

Or is there even a better way to handle this?

This is for 9.9 moving from Windows 7 to Windows 2012 R2.

This can only be supported through migration.
