CST511 Obj-Maint-Subp-Non problem

Good day,

We running NAt414, Prd441, CST511 and Ada713. When trying to run the Object-Maint-Subp-Nonuq we get the following error:
NUMBER … NAT0082
MODULE … CSGENPGM
LINE … 1060
STATUS … OBJECT RUN TIME ERROR
LEVEL … 2
LAST ACTIVE MODULE ENTRY POINT … CSGMAIN
Followed by the error message:
NAT0082 CSGENPGM 1060 PRE-GENERATION NUQOBPR DOES NOT EXIST

We back leveled Natural to 316 and CST to 452 and did not get the error.
Is NUQOBPR supplied with construct? We running legacy systems where none of the S/ware engineers who set up the environmnets are available.

Please help.
