Create an API

My team supports an application running ADABAS/NATURAL on the mainframe. We have been asked to create an API to the application. We do not have EntireX, and I seriously doubt the customer will buy it to create one API.

Is it possible to create an API using NATURAL (or COBOL) on its own with no other software? If so, doesn’t anybody have an example that could be used as a starting point?
