WM Trading network error

hi,
I am getting following error while configuring TN :
CEST [ISU.0000.9999D] java.sql.SQLException: [wm-cjdbc34-0042]
[SQLServer JDBC Driver]Error establishing socket to host and port: NLWTC1NB1086:1433. Reason: Address already in use: connect

Could some one please let me know the reason for this ?

I am writing a prg to invoke the service call savePiplelinetoFile in java so i am using the invoke metod of context but i am not able to pass the input any one help me in this
