Today while logining IS Administrator console, am not getting Administrator view, am getting attached screen shot viw.

Can you check what error you are getting in logs?
Did you change anything and restarted IS?
there is no error in error log. and restated the IS so many times, but same behaviour.

Did you change something and that is why you seeing this or it is happening all of sudden? Just check diagnostic checklist for Startup problems.
