Unable to open Develpoer from TN

I am unable to open the Developer from Tn(Tools menu).I am getting the error as follows.

                  Error Starting the Developer
                  Look into System Administration

Your quick help will be appreciated…

Try starting up via running batch file webMethods6/Developer/bin/developer.bat…Did you tried this??If it works create this as desktop shortcut.

no no my problem actually is while creating a processing rule we need to specify some service in action then we will click the icon there then the developer will open automatically and we will specify the service.

There I am getting the problem while clicking the icon in action I am getting the error.
