Unable to export Business Rule to Integration Server

When I try to export Business Rule to Integration server (WM 9.12) I get below error

"Export Failed

Reason:
Could not export Project. Make sure you have selected the right server and that it is configured correctly. See documentation, the Eclipse Error Log and check the IS Server log for more detailed information about the error"

Below is the message on
IS->Error Log
An internal exception occurred. See IS error log for more details.
Caused by: com.softwareag.rules.runtime.exception.RESCoreException: Rule Engine not started. On Integration Server, please check the server log for details.

IS->Server Log
[RUL.0050.9901E] An internal exception occurred. Rule Engine not started. On Integration Server, please check the server log for details.

The package WmBusinessRules is up and running the Integration server.

do you have a valid license for RulesEngine?

Yes I have and its placed under C:\SoftwareAG\IntegrationServer\instances\default\packages\WmBusinessRules\config

Is there anything that needs to be done?

The issue got resolved. It was wrong license key.
