Port 24 to be open for FTPS in Active Transfer Server

As per our requirement we need Port 24 to be open for FTPS in Active Transfer Server. As of now , we cannot create any transfer protocol with port# assigned less than 1024.

Appreciate if you could suggest us on how should we go about assigning port less then 1024 or if we have to use port greater then 1024 then what port range we should go with.
