Natural Security and C compiler

Hello everyone,
I would like to know if someone of you could help me in regards of the following specific requirement about Natural Security. I already read a note that mentions that the NSC install requires a C compiler to re-link the Natural nucleus. Does it correct?

yes. Whether or not you install NSC, you need a C compiler to install Natural:
