I am trying to install webMethods 8.2. In the previous version a valid license key is provided during the install of IS and Broker and it works. :p:Installer 8.2 is asking for the license file and the location of the file? Does any one know where I can locate that ?

Customers while purchasing the product, they will receive License file for the version they are paid for. You should check with your integration competency center team or managers.
