When I call getTemplateNames set the Package Name to WmEDI one of the values returned is ICS4X12. Is that different than just the regular X12?

Actually ICS4X12 structure consists of X12 Envelopes structure (ISA/GS/GE/IEA)this will wrap up with the X12 transaction set(ST)document.
