the both products are not direclty related to each other.
You can use TradingNetworks with Active Transfer and vice versa.
Can you describe your potentail business case in more detail please?

I want to transfer somewhat large file through TN in my workspace.
In 8.2 I have the implementation but I want to Migrate 8.2 TN functionality to 9.12.
but I need to know how TN is tightly integrated with activeTransfer in 9.12?
