How to customize new static HTML content to webMethods API Portal on docker install?

When installing API Portal on-premise, the following directory and files are present:
/API_Portal/server/bin/work/work_apiportalbundle_/base/webapps/ROOT/WEB-INF/config/apiportal/localization/

However, when using Docker, these files that are typically found in an on-premise installation are not present.
