Error publishing API

I am getting below error message when trying to publish API from webMethods API Gateway (API Cloud) to webMethods API Portal (API Cloud).

API Portal could be down. No communities available.

There is no option available for me in API portal to create community or add user to the existing community.

Please let me know how to proceed.

Were you able to navigate and browse through Portal? Will you mind sharing your tenant information?

Yes. The tenant was not provisioned properly.
