Error in opening wmTNWeb page

The following error occurred while trying to open wmTNWeb page on IS administrator:
wm.tnweb.configFlow:loadMenu

can someone give me a detailed step by step procedure to fix this.Any help appreciated.

Please have this web manager fix installed and restart IS/TN server:

TNS_7.1.2_WebManager_Fix3.zip

note:TNS_7.1.2_WebManager_Fix3 has been replaced by TNS_7.1.2_Fix12.

If the still problem persists…then shutdown IS and drop the Distribution locking tables and recreate it using dbconfigurator and start IS…This works on 712 perspective:

Sorry to bother you again , i have downloaded a patch as a .zip file can you tell me which is the easiest way to install a patch.Thanks in advance.
