Difference beween Local and no transaction while publishing to Queue/Topic

Is there any difference in publishing the message in Queue/Topic using the LOCAL_TRANSACTION connection and NO_TRANSACTION connection?

difference is controlling transaction boundaries on your own vs let the server do it.
