decimal problem at development environment

I find a problem which lack “0” before the decimal, such as “0.3456”, it will show “.3456” at development when i debug at developer, but the production environment is fine, they both is connect to the same database, the development environment is 6.5 and production environment is 6.1, so can you give me some suggestion? thank you
