How to write cron times if I would like to trigger every one hour for example [4:00:00,5:00:00] and reset 1st second of an hour[4:00:01,5:00:01].

No, you still need to have the “0” in Minutes so that it only fires at 00:01. In your case it would fire 60 times an hour: 00:01, 01:01, 02:01, …, 59:01
