Contruct in a multi-fuser environment

I’m working on Open Systems and have a environment with 1 FNAT file and 7 FUSER files. The users want to be able to use NCSTG and NCSTH from any FUSER. Other than adding SYSLIBS to the steplib what else needs to be done? Do CSTAPPL, CSTMSG, CSTLDA, CSTACT and CSTPFK libraries need to be in every FUSER?

please install the Runtime environment on the FUSERs.
