Request list of modules needed to use NSCUS

I have used NSCUS in one of our application programs which adds users to our system. I tried to copy NSCUS to library SYSTEM but my program then hangs. What other modules need to be copied to use this API? I do not want to add SYSSEC as a steplib to all our production libraries.
