Can we import the Archive zip of assets from CS9.8 to CS9.10 using sbsImport.cmd?

Greetings team!

We have started with CS 9.8 and created custom asset types, report templates,actions and attributes.Now we want to switch over to CS 9.10. We exported the files from CS9.8 into an export archive and tried to import it into CS9.8 using sbsImport.cmd in CentraSite utilities.

Getting Access denied error, saying the file is used by another process.

I see this in CS 9.10 as well.
