Any relationship between "Uploading Package" and "Endpoint Availability"?

There is something found funny.

With IS6.1 on Win2003, there is message recorded as

[ISS.0028.0034D] Stopping package xyz.
[ISS.0028.0042D] Unloading package xyz.

which is unexpected, and often happened after

[ISS.0098.0035V1] webM IS RequestReplyHandler detectedEndpoint Unavailable. Going into a wait state.

[ISS.0098.0035V1] DefaultInboundBrokerDocDispatcher detected Endpoint Unavailable. Going into a wait state.

Is there any possible/potential relationship between these two types of message?
