Unable to create plug-in

Hi there,
I’m unable to create a Natural plug-in.
The GENERATE text file:

It worked in a lower version. Currently using 6.3.3.

Steplibs SYSEXPLG and SYSEXT are okay. System files also.
Any ideas?
