Relation between Parent ContextID & Context ID

What is the basic relation between context ID,Parent Contxt ID & Root Context ID.
Is there some parent child relation between context ID & parent Context ID of a service like when we resubmit a the new service will have a parent Context ID same as resubmitted service.
I have traced for some services by resubmitting it, but for some services we can see parentcontext ID is comming as blank.

Do you have some idea to do this?
