Re-send old Document

Hi,
we have problem during restart the IS, everytime we restarted the IS, after “Initialization completed” IS will re-send old document.
a lot document and submited to TN,
please let me know how to clean up.

which are these old documents. where does it comes from , Borker, TN or HTTP, webservice ?
