Hi Ishwar,
looks like you are missing setting up Messaging (either UM or Broker) for Optimize engines.
As long as you do not require Optimize in your setup this message can be ignored and eventually avoided by disabling the WmOptimize package in IS.
IS should start anyway despite of this message as it is not affecting overall readiness of IS.
