flat file to canonical -plz help me

I have flat file structure and need to convert to cannonical structure and then need to generate an xml file.

I have created different services to get the document Lists out from flatfile structure.

like AWB,CHG,REF …(using loop and append to doclist).

in which way i need to map the things and can get required output in xml?

can anyone explain in detail…(i have attached the sample structure)
