What you see can still be the tool that you used to display it.
Try to convert it back to binary (as UTF-8) and save to a file. then try to view the file with proper tool (browser should work). This will verify that in IS if the encoding is still correct or not.
Looks like the string is read successfully from xml, but encoded using ISO-8859-1 when you see it. I suggest you to check the system or application where you see “英穩é?”科技股份有é™?å…¬å”. For example, if you see it in your mail, may be your mail server doesn’t support Chinese.
