Cannot perform operation without read ACL priveleges on pub.client.http

I am trying to consume REST web service and am following this link from this forum. REST implementation on Integration Server - webMethods - Software AG Tech Community & Forums which has the screenshot

When I click on pub.client.http- I get an error [ISS.0085.9149] Cannot perform operation without Read ACL privileges on pub.client.http.

I am stuck at this point as I am logged into the system as an Adminstrator and started the Designer also as an administrator.

Are you logged in as Administrator?

With Administrator privileges you should not get this error, please log-off and log-in again. I hope this is an intermittent issue.
