I do see the following architecture in AS/400 adaper guide.
Adapter service trying to connect AS/400 serter through adapter service.
Adapter service communicate with adapter service through Adapter connection rte.
if it is correct please suggest SAG to correct the documentation, so that no one else would get confused.
