Can the WmManager be used to monitor attributes of elements that are not wm components? For eg - DB space/memory, log file sizes, Disk space, running state of java processes etc?

Are you talking about the webMethods Manager product or something else? Have you reviewed the Manager User’s Guide?
Manager is a webMethods-specific systems management tool that collects information from webMethods products using the OMI specification. It is not a general purpose systems management tool for managing operating system or JVM health. However, webMethods products may expose some O/S or JVM level information themselves.
