postgres_s STARTING API Portal

Have anyone ever experienced postgres_s always starting? The following log error

2019-02-20 12:02:54,177|ERROR|Runnable state monitoring thread postgres_s| com.ARIS.postgresql.plugin.PostgresqlPlugin.postgres_s - Can’t ping database: org.postgresql.util.PSQLException: The connection attempt failed.
