Is it possible that using ART or any other mechanism i can intercept or get notified when SAP/Siebel adapter get any document to pass through them?

What do u mean track documents that are passing through each adapter? In SAP and siebel there are number of ways to interact; you can invoke business functions or invoke BAPIs or subscribe to IDOC etc., what are u trying to achieve?
