how to create an empty document on the pipeline?

I am trying to call a webservice which has no input parameters.
So the input document should look like this:

<SOAP-ENV:Body>
  <cla:GetClaimId/>
</SOAP-ENV:Body>

How to create an empty document for this input on the pipeline?
It should not be null (xsi:nil=“true”)
