If i GET record in program, but this program has not any UPDATE’s, then record wouldn’t be holded.

Yes, you are correct. The record is not held if there is neither an UPDATE nor a DELETE referring to it.
(This presumes that the GET is not within a READ or FIND which has placed a hold on the record. That is, a GET of a held record does not release it from hold.)
