If you have an Empower support login (not just a documentation login), you can use the Software AG Installer from Empower to install the “Tamino X-Tools”, which includes the Tamino Schema Editor.
https://empower.softwareag.com, then click on the “Software Downloads” in the “Download Products” box (bottom right of centre panel)
AFAIK it is not available as a Community download.
How can I get an empower Support Login?

Empower support logins are provided as part of the maintenance agreements for products you have purchased from Software AG.
Please contact your local Software AG sales representative for information on product trials.
