Is there a default mechanism for the cleanup of Smart groups? If so, how does it function?

There is no such function.
Smart groups are inventory objects just like devices, regular groups and many other objects. We avoid creating automated cleanup mechanisms for inventory objects. Inventory objects in general are very heterogeneous and can be used for many purposes including combining different aspects like assets, smart groups and devices.
Removing such an object always an permanently remove all attached data like MEA, possibly child devices and assets. This is an action that needs to be taken deliberately by a user. Running this internally in an implicit automated mechanism that happens under the hood carries too much of a risk.
