I used the highchart version 9.3.3 with c8y version 14.0.330. The issue which I getting is while doing control(+,-) then the scrollbar is coming.

Looking at some highcharts demos and trying to zoom there, this does not seem to be at all related to Cumulocity if I got what you want correctly.
I assume you are trying to create a plugin using the highchart library.
I am not sure if anyone has tried that but we have done something similar with echarts and an example can be found here.
