Every time I call this method I get a java.lang.NullPointerException . Is anyone able to correctly execute this call or have another way to get all package names?

Look at a DSP that displays the package name ListBox and find the %invoke …% tag.
Using a service level call will also give you a list that is filtered based on the callers ACL (and the package List ACL) and other security.
