CLOG=8 DTIME Field

How is the value of the CLOG=8 DTIME (LOX1DTME) field determined? What is its relationship to the CVT time zone offset, field CVTTZ?

All CLOGLAYOUT=8 times are in GMT. DTIME is the adjustment to local time. It is a combination of the CVTTZ time zone and CVTLDTO local time, and even takes the leap second into consideration.
