Internet access for deployed microservice

Does deployed microservice have internet access, for example to call some external APIs?
And what if I want to update microservice without downtime? Is this supported?

Downtime means a time when the service doesn’t work.

Does the platform allow to update the version of the service so that users do not notice a break in work?
